Introduction The Planning Department is responsible for long-range and current planning for the City of Lebanon and its Urban Growth Boundary. The Planning Department is part of the Public Works Department. Engineering, Building Codes, and Codes Enforcement are also included within the Public Works Department. The City of Lebanon's Growth Management Plan serves as a guide for future development within the City and the Urban Growth Boundary. In addition to carrying out the Growth Management Plan, other long-range planning activities include updating the Zoning Ordinance (Title 14 of Lebanon's Code of Ordinances) and Subdivision Regulations, conducting small area studies, and providing assistance to the elected officials and various commissions and boards as they make recommendations regarding the continued growth and development of the City. Current planning consists of providing assistance to applicants as they consider the development of their property, relocating their business to the City of Lebanon and serving several elected and appointed boards and commissions. The Planning staff provides support to the City Council, Planning Commission, Board of Zoning Appeals and several committees such as the Beautification Committee and Public Works/Transportation Committee. Annexation The City of Lebanon expands its corporate boundaries to include areas by annexing property. In most cases, annexations are initiated by the property owner. The property owner submits their request to the Planning Commission and Mayor requesting annexation in order to receive city services. The Planning Commission considers the request and makes a recommendation to the City Council regarding the annexation. Annexations are done by ordinance, requiring two readings. In conjunction with the second reading by the City Council, a public hearing is held. A Plan of Services for the area considered for annexation is considered, as a resolution, in conjunction with the second reading of the annexation ordinance. Development and Growth within Lebanon The City of Lebanon has grown rapidly over the last several decades. Currently, Lebanon contains approximately 34 square miles. According to the special census conducted in 2004, the population of Lebanon was approximately 21,598. Lebanon is the County Seat for Wilson County.
