You may use this system to browse and save to your local hard drive some of the most asked for public documents that the City Of Lebanon archives. Please be aware that you are using City owned resources and your visit may be logged.
**Warning...The files you are searching are not optimized for internet viewing and long load times may be required, especially if the document is very large. A broadband connection is highly recommended. If you are using a dial-up connection, it is possible to view the documents but your wait times may be long (in some cases, very long) because the way the system works, the entire document must be loaded to your system before viewing it may begin. This is done to keep the system load as light as possible. Additionally, we can only guarantee the program will work if you are using Windows 2000 or Windows XP and Internet Explorer 6 or higher. Other browsers are also not guaranteed to work with the system. This is due to the way the security is integrated into the system. We apologize for any inconvenience.
If you are already familiar with the Onbase system and have completed the steps below, you may click HERE to proceed directly to the Onbase system.
Please follow the instructions below in order to set up your browser to be able to use the system.
| Attention | The Onbase system uses pop-up windows to display documents. Due to abuse by some web sites, many downloadable toolbars and internet security applications prevent pop-up windows from being displayed. All of the tools provide the capability to allow pop-up windows for legitimate uses. Due to the number of tools available, we are unable to provide comprehensive documentation for enabling pop-up windows, but we can provide the ability for you to test for the ability to view pop-up windows. This will help you identify the cause if you are having trouble with the Onbase system. If you click on the test link below, you will either see a page that tells you pop-up windows are enabled, or you may see some notice that a pop-up window was blocked.

Step #1:
Make sure you are running one of the following operating systems: Microsoft Windows 2000 (any service Pack) or Microsoft Windows XP (Home or Pro version). Also make sure you are running at least Microsoft Windows Explorer 6.0. You can see what version of Internet Explorer you are using if you will open your browser to a page then click HELP in the menu across the top, go down to ABOUT INTERNET EXPLORER and left click it. The browser will display a window that looks like figure 1.a below:

Look for the Version Number in the first line. If it begins with a "6" then you are ok to proceed.
*** Warning... you may attempt to proceed with an earlier version of Windows (95, 98, Millineum or NT) or another browser, but we cannot guarantee that the software will work. We will not be able to help you with tech support if you are not running one of the approved Operating Systems.
Step #2: Go to the START BUTTON on your desktop and go to CONTROL PANEL (figure 1.b)

If you are running Windows XP and do not see this screen when you go to the CONTROL PANEL then please click SWITCH TO CLASSIC VIEW in the upper left-hand corner. You will then need to double click the icon called INTERNET OPTIONS will bring up a screen like the one in figure 1.c.

Click on the tab labeled SECURITY Click on LOCAL INTRANET then click on SITES. It will pull up a window. Please click on the ADVANCED tab in the smaller window (figure 1.e). Please see figures 1.d and 1.e

When you click on the ADVANCED tab, you will get a window that looks like figure 1.f below...

Please add the site indicated into the first line of the window and click on the ADD BUTTON.This will add the site to the lower section labeled WEB SITES. Do not click any boxes or do anything else in this window. Click on the OK BUTTON to save your changes and exit the window. You may then close any open windows and go back to your desktop. ***WARNING!!! The Onbase Software will not work until you have completed this step. Do not proceed until you have completed this step.***
STEP #3: Open your web browser and go to http://onbase.lebanontn.org. You will see the main login screen below (figure 2.a).

Please login to the system by using the username: GUEST and password: 1234. ***Note city users of the ONBASE system may choose to log in with their normal username and password. Please do not share your City Username and Password with anyone. Some usernames have certain privileges associated with them and may allow accidental deletion or damage to files stored in the archives. SESSIONS ARE LOGGED WITH THE SYSTEM!Abuses of the username and password restrictions will result in loss of system access for a username. The GUEST login was created specifically for Internet Access to the system. When you login, you will see the screen below in figure 2.b.

On the left-hand side of the screen you will see where you do all of your selections and input your search criteria. The right-hand side is currently blank, but will contain information once you make your search selections. Beginning with the top of the left-hand side, your icons are:
They allow you to select the RETRIEVE ICON , which will take you to the main search screen (which you are already at), the OPTIONS ICON, which you need not worry about, the HELP ICON, which will open up a very detailed help section (feel free to use it anytime) and the EXIT ICON, which will log you out of the system.
Below that you will find the DOCUMENT TYPE GROUP selection panel (please refer to figure 2.b). This drop down allows you to select which document type group you wish to search. Internet users have two options, ALL & COUNCIL DOCUMENTS. You can leave the selection set to ALL if you desire. All document types found in COUNCIL DOCUMENTS are found in the ALL category as well.
Below the DOCUMENT TYPE GROUP WINDOW you will find theDOCUMENT TYPE WINDOW (please see figure 2.b). This window lists all of the document types you are able to search for. Simply select the type of document you wish to search for (you may need to use the scroll bar on the right to see additional document types.) You will notice that as you select different DOCUMENT TYPES that the bottom portion changes to add different search criteria. Different documents are searchable by different keywords. AGENDAS are searchable by the AGENDA DATE . If you do not know the actual date, you may use the calendar icons to select a broad range of dates to search from. AUDITS are searchable by date and the TYPE OF AUDIT . You will notice 3 little dots beside the TYPE OF AUDIT box. If you click on the three dots, you will get predefined search criteria that will help you search for documents.
In the lower section, the second tab you see is the TEXT TAB . Clicking on this tab will allow you to input a search string to search for in certain document types. You will be presented with possibly a very large list of items found with your search string in it. ***WARNING*** Text searches may take a very long time, even on broadband connections because the system is searching through OCR'ed documents entire text for your search string. If you decide to search this way, you should make your search string as short as possible.***Text searches are NOT recommended for dial-up connections.
Once you have inputted your search criteria for the specific document type, click on the BINOCULARS ICON at the bottom of the screen. This will tell the system to search for your documents. Please refer to figure 2.c below.
***The first time you click the BINOCULARS to begin a search request, you will be notified that an ACTIVEx control program is being downloaded to your system. This is required to display your search results. Please select INSTALL or YES to any window that pops up asking you to install the ACTIVEx control. This may take a few minutes to complete, but once it has been installed, you will not be asked again, even in future sessions.
Once that has completed, your search results will be shown in the upper right of the main search screen. Simply double click on any result to see that document. ***The first time you click a document to display it, you will be notified that an ACTIVEx control program is being downloaded to your system. This is required to display your search results. Please select INSTALL or YES to any window that pops up asking you to install the ACTIVEx control. This may take a few minutes to complete, but once it has been installed, you will not be asked again, even in future sessions.
Once that has completed, your screen will look like figure 2.d below.
The toolbar above the document will allow you to resize it so that it best fits your window or enlarged in order to be seen better. The total number of pages in the document will be displayed on the far right of the screen. You may jump to any page at any time by simply clicking on the page, or by using one of the browse buttons in the toolbar above the main document itself. ***WARNING....Extremely large documents such as budgets, audits, and some agendas will take a long time to load, even on broadband connections because all of the data must be downloaded before it can be seen. Please be patient, especially on dial-up connections.
When you are through viewing a document, simply input new search criteria to begin a new search or click the exit icon in the upper left to leave the system.
You may begin your use of the Onbase system now by clicking here if you would like to skip this page the next time you use the Onbase system, simply bookmark the next window that opens.
Should you encounter any problems installing any of the ActiveX controls or searching and viewing documents, you may call the City Of Lebanon MIS Department between the hours of 7:30 AM and 4:30 PM for assistance. ***Please note that we cannot troubleshoot your entire system for you. We are limited to helping you with the Onbase system only and will not give you any advice on reconfiguring your system, or installing or uninstalling any software on your system other than that which pertains directly to the Onbase software.
Also, please be aware that certain anti-virus and firewall software programs may interfere with your using the Onbase software. We will not be able to help you troubleshoot your anti-virus or firewall hardware or software in order to use the Onbase system. Please be aware that certain anti-virus software programs take up a lot of system resources and may affect your performance when using the Onbase system.
