Census Taker (Temporary)

Our community will conduct a Special Census to get an updated population count. This new count will help us qualify for state revenues we need, providing essential services; public safety, street repair, services for seniors and other important activities we depend on every day. Our Special Census will last approximately 2-3 months. Census Takers are asked to work a minimum of 20-30 hours each week, when people are usually home, primarily evenings and weekends and are responsible for canvassing neighborhoods, then documenting and reporting the information. Valid TN Driver’s license, proof of insurance (@ $100,000/$300,000) and clear driving record are required. Candidates must successfully pass a background check, pre-employment physical and drug test.

Administrative Support Specialist (Temporary)

City of Lebanon, TN

$13.00 - $15.00 per hour, DOQ

Our community will conduct a Special Census to get an updated population count. This new count will help us qualify for state revenues we need, providing essential services; public safety, street repair, services for seniors and other important activities we depend on every day. This temporary role will be 40 hours per week for approximately 6 months and reports to the Census Project Manager in the Mayor’s Office. Responsibilities include scheduling and organizing meetings, compiling documents, preparing reports and presentations, track project status, collect data from Census Takers and facilitate requests and critical action items. At times, the Admin Specialist may be required to support Census activities in the field.

 

The administrative specialist must type 40 wpm and 10-key with an accuracy of 75% or better plus be proficient with MS Office 2013 with advanced Word and Excel skills and have experience working with database programs such as MS Access or similar software. Candidates may be required to submit to pre-employment testing to validate these skills. HS Diploma required, Minimum 3 years Admin experience required. City of Lebanon — Job Description

 

JOB TITLE:      Economic Development Director                   FLSA: Exempt

 

JOB GROUP:    Mayor                                                             SAFETY SENSITIVE: No

 

Job description statements are intended to describe the general nature and level of work being performed by employees assigned to this job title. They are not intended to be construed as an exhaustive list of all responsibilities, duties and skills required.

 

GENERAL SUMMARY

To direct and coordinate activities within the realm of Economic and Community Development; administer the economic development program including prospect development, industry contact, and negotiation with industry representatives to encourage locations within the City of Lebanon; provide highly responsible and complex administrative support to the Mayor, City Council and various boards.

 

SUPERVISION 

General supervision is provided by the Mayor.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.     Adhere and comply with the City of Lebanon Personnel Policy and Procedure Manual.

2.     Assume management responsibility for all services and activities of the Economic Development Division.

3.     Manage and participate in the development and implementation of goals, objectives, policies, and priorities for the economic development program; recommend new and existing business development and expansion strategy for the City; recommend and administer economic development policies and procedures; in conjunction with the JECDB and Chamber of Commerce, design, implement and update targeted industry recruitment marketing plan.

4.     Plan, market, and direct the business recruitment, retention and expansion program; identify quality business prospects and establish and execute marketing campaigns to attract those businesses to the City; negotiate with industry representatives to encourage location, retention or expansion of business in the City; maintain effective working relationships with developers, brokers and other resources for bringing business prospects to the City; develop and maintain positive working relationships with existing Lebanon businesses to encourage business expansion projects; design, produce, present and supervise City presentations to business prospects.

5.     Maintain inventory of pertinent information and statistics on all aspects of Lebanon; and set up and maintain a CRM database of business prospects, available land sites and available buildings; participate in regional activities to promote Lebanon to the development community and to business prospects.

6.     Manage and participate in the development and administration of the Economic Development division budget; direct the forecast of funds needed for equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary.

7.     Interact on a regular basis with the City’s Public Works and Planning Departments concerning land use, infrastructure, and in the development of plans. 

8.     Develop and maintain a positive working relationship with the business community. Collaborate with Chamber of Commerce and the U.S. Small Business Administration and participate in local business activities and organizations.

9.     Conduct public relation outreach efforts to inform broad-based and specific target audiences regarding activities and information about the City of Lebanon, including media, social media, community and industry specific organizations, business groups, peer groups, website tools, printed material interviews, speeches, events, conferences and meetings. 

10.  Leverage social media to engage, follow and build relationships with prospective and existing companies.

11.  Communicate and report to management, elected officials, stakeholders and partners.  Attend all required meetings, externally and internally.

 

OTHER DUTIES AND RESPONSIBILITIES 

1.   Assist the Mayor in the administration of other economic development projects as directed.

2.   Respond to and resolve difficult and sensitive citizen inquiries and complaints.

3.   Provide staff support on a variety of boards and commissions; attend ad participate in professional group meetings; stay abreast of new trends and innovations in the field of economic development.

4.   Develops and administers activity budget.

5.   Travels to other locations as required, representing the City's economic and development interests.

6.   Acts as the City Ombudsman and liaison for Citizens and businesses.

7.   Perform other duties as assigned.

 

MINIMUM JOB REQUIREMENTS

 

EDUCATION

Bachelor's degree from an accredited college or university with major coursework in economic development, urban planning, marketing, business administration or related field or equivalent combination of education and experience is required.

 

Preference will be given to any graduate of a state or federal economic development program.

 

Tennessee Certified Economic Developer (TCED) or IEDC – Certified Economic Developer (CEcD) Certification or completion of a related economic development certification program is a plus.

 

EXPERIENCE

Minimum of three years of increasingly responsible experience in economic development, business marketing, community development, public administration, business consulting, planning or equivalent professional experience is require.

 

LICENSES AND CERTIFICATES 

Possession of a valid Tennessee driver's license and a verifiable clear driving record with no major traffic violations.
