Annexation
Annexation Requests
The City of Lebanon expands its corporate boundaries to include areas by annexing property. In most cases, annexations are initiated by the property owner. The property owner submits their request to the Planning Commission and Mayor requesting annexation in order to receive city services. The Planning Commission considers the request and makes a recommendation to the City Council regarding the annexation. Annexations are done by ordinance, requiring two readings. In conjunction with the second reading by the City Council, a public hearing is held. A Plan of Services for the area considered for annexation is considered, as a resolution, in conjunction with the second reading of the annexation ordinance.

Section 1. Title 14, Title 14, Chapter 12 Administration and Enforcement, Section 14.1211 Annexations:
- All applications for a request for annexation into the city limits shall be required to submit the following information as part of their application narrative:
- Property Address and/or Tax Map, Group and Parcel Identification.
- Acreage to be annexed.
- Proposed zoning.
- Proposed use.
- Utilities
- Sewer
- Is property currently served by City of Lebanon Public Sewer?
- If not, identify an estimated cost to serve as is.
- Proposed and anticipated type of development include density if applicable.
- Estimated sewer flow capacity anticipated from the residential development.
- Estimated sewer flow capacity from any proposed commercial or industrial development.
- Preliminary sketch including pipe sizes, for any offsite public sewer extension anticipated to be necessary to serve the development.
- Identify if the proposed onsite sewer is to be private, public, or a combination. City of Lebanon reserves the right to determine if sewer is to be public or private.
- Is property currently served by City of Lebanon Public Sewer?
- Water
- Is property currently served by City of Lebanon Public Water or another provider?
- Identify if other.
- If water is not available, identify an estimated cost to serve as is.
- Proposed and anticipated type of development include density if applicable.
- Estimated sewer flow capacity anticipated from the residential development.
- Estimated water capacity to serve any proposed commercial or industrial development.
- Preliminary sketch including pipe sizes, for any public (required) offsite water extension anticipated to be necessary to serve the development.
- Identify if the proposed onsite water is to be private, public, or a combination. City of Lebanon reserves the right to determine if water is to be public or private.
- Is property currently served by City of Lebanon Public Water or another provider?
- Gas
- Is property currently served by City of Lebanon Gas Department or another gas provider?
- Identify if other.
- Contact Gas provider and provide written documentation that gas service is available to serve the anticipated development.
- Estimated cost to serve the property as it exists at the time of application, include line size.
- Is property currently served by City of Lebanon Gas Department or another gas provider?
- Sewer
- Roads
- How many acres of roadway is annexed, if applicable?
- Include width and length of roadway.
- Is the annexed road a State Route?
- Is a Traffic Impact Study (TIS) planned to determine necessary improvements to existing roadways?
- Estimated amount of road infrastructure in width and length of proposed development.
- Anticipate new roads to be public, private or a combination? City of Lebanon reserves the right to determine if roads are to be public or private.
- How many acres of roadway is annexed, if applicable?
- Estimated number and height of buildings proposed.
- Estimated number and type of residential units proposed.
- Additional information required in TN Code § 6-51-102 (2015), Plan of Services, including but not limited to:
- Police Protection
- Fire Protection
- Parks and Recreation Services
- Solid Waste Collection Public or Private
- Street Lighting by Developer
- School Attendance
- Economic Development
- Narrative explaining reasons for annexation request
- For non-residential annexations, provide economic development analysis including anticipated tax revenue and job creation
- The Planning Director and Engineering Services Director reserves the right to reject any application that does provide a complete annexation application and narrative.
