Resolution 79-555 proscribes a tenure lasting until the State Commission on Aging issues a charter. The corporate BY-LAWS adds the provision in Article III Section 3 that the tenure should be for two years if the State Commission on Aging did not issue this charter. On 7/9/96 the City Recorder called to request a copy of the charter and was told by the Tennessee Commission on Aging that they never issued charters but required a regular charter from the Secretary of State. Neither Wallace Alsup, the prior director, nor Joyce Thompson, the secretary, have seen such a charter. The conclusion is that no special charter was issued and therefore the term is two years according to our own By Laws.
